English Learner Subgroup Self Assessment (ELSSA)

This English Learner Subgroup Self Assessment (ELSSA) document is designed to serve as a technical assistance tool for local educational agencies (LEAs) in analyzing and addressing program services as part of the process of preparing their LEA Plan Addendum. LEAs should address the attainment of academic standards for the English learner (EL) subgroup as well as their program to meet English-language proficiency objectives.  The document itself is a template of questions to be completed by the LEA.

In our experience, aggregating data of this type has been extremely difficult for our customers.  For this reason, we provide the data pieces necessary to answer the questions posed in the ELSSA.  Additionally, we go beyond what is required in the ELSSA by providing student lists, by school, of students who are at Advanced or Early Advanced on CELDT, but Below Basic or Far Below Basic on the CST.  This allows districts to see which of their English Learners are progressing towards mastery of the English language, yet still performing at low levels on the CSTs.

The ELSSA is intended to be used by Program Improvement Districts as part of Title III. Because the information garnered through the ELSSA process is so valuable, we recommend all districts use this report to identify problems in their English Learner subgroup regardless of whether they are in Program Improvement.
